from a guy perspective highlights. Pink highlights on a blond. Yummm, sweet as cotton candy

Definately underpart. Having tips done will make your ends drier than the rest of your hair, which will make it harder to style. It also looks rubbish in my opinion :) Highlights are very obvious, which I'm not a big fan of. Underparts look dramatic, but can be easily covered if you require.

The underpart sounds like a great idea. I have seen some really cool do's with the top being a natural color and the bottom something outrageous!

The tips...hmmm. Seen it. A lot. Almost anyone can do that.

I'd have to say no to the highlights, though :P. I can't forsee that being as interesting as having the underpart done. The highlights might get you looks of puzzlement whereas the underpart would get you looks of admiration, in my opinion. :)
